Procedure for making dough

1. Mix together flour, sugar and salt in a bowl.
2. Cut shortening into dry ingredients until it is evenly distributed and the mixture resembles corn meal.
3. Measure water into a cup and beat egg into the water. Stir in vinegar.
4. Combine two mixtures, stirring with a fork until dough comes together.
5. Divide into patties of a size that is easy to work with. Wrap and refrigerate for at least 30 minutes.
6. Dough may be made ahead and stored in the refrigerator for no more than 2-3 days or in the freezer for several months. If dough is frozen, bring to about 50° F before rolling.
   
Procedure for making filling

1. Put sugar, grated cheese, eggs, cinnamon and raisins in a pan and cook over low heat, stirring constantly, until the mixture becomes thick and pudding-like. This will take 20-30 minutes.
2. Take the pan off the heat and add the grated lemon rind. Let this mixture cool completely before using.
   
Procedure for assembling and baking

1. Roll pastry on lightly floured surface to approximately 1/8" thickness and cut into 3" circles.
2. Place approximately 1 teaspoon of the filling in the center of a pastry circle and fold in half to form a half moon. Press along the rounded edges of the half moon with a fork to seal.
3. Place the empanadas on a parchment-lined cookie sheet and brush them with a mixture of egg yolk and milk.
4. Bake in a 325°F oven for 12 minutes, or until golden brown.
